Neighbourhood management aims to change the way neighbourhood services are provided by increasing co-operation between service providers. The neighbourhood management approach enables residents to have more say about the way services are delivered so they are more in tune with local needs.
PEP can help landlords deliver effective neighbourhood management by:
Developing local agreements between service providers and residents
Reviewing local management structures
Developing “super caretaking” schemes
Supporting residents in the appointment of Neighbourhood Managers
Delivering effective training programmes to enable service providers and community representatives to work together
Brokering and sustaining active involvement from a diverse range of service providers
Developing mechanisms for local accountability
Developing action and delivery plans
Establishing effective community consultation approaches to raise the profile of neighbourhood management and encourage greater participation

London Borough of Hillingdon – Bell Farm estate agreement
Case Study
Southmead Estate in Bristol has 2,500 semi-detached two-storey houses with gardens, built over 60 years ago. For many years the estate had a difficult reputation and was hard to let
A PEP project led to an Estate Agreement bringing together residents; staff from Council departments such as Housing, Environmental Services, Youth Service and Parks & Leisure; staff from public sector bodies such as the Police and the Health Centre; and representatives of voluntary sector and community organisations working in the area.
Nearly ten years on, the activities shaped by this agreement – regular meetings and walkabouts involving residents and service providers, and discussions about local priorities and strategies for tackling key issues – continue to help residents to have a strong voice in the delivery of services to the estate area.
